Countless analysts have commented on the dramatic shift in US foreign policy following the tragic events of September 11th, 2001.
The 43rd US president chose Mexico as his first foreign state visit and christened the 21st century as one destined to belong to the Americas. From 2002 to 2005, however, US-Latin American relations were characterized by disorganization. Many bemoan the fact that Latin America lacks priority in Washington.
