 Latin America is correctly stereotyped as dangerous. More than one third of all Latin Americans live in cities of more than one million people. With few exceptions, in spite of the spread of democracy, these cities remain among the most dangerous places in the world. Indeed, crime in most cities across the region worsened during the neo-liberal experiment of the '90s.
