Rodrigo Licea walks into one of the many telecenters in Caracas on a brisk Friday afternoon. The state-of-the-art communications kiosk is immaculate, and nearly identical to the hundreds that have popped up around Venezuela over the last few years. During the half hour he spends there, Rodrigo makes three voice calls — two local and one long distance — and he logs into HotMail to check for new messages. After printing out a report for school, he emerges into the afternoon sun to catch a bus home. On the way, he receives an incoming call on his cellular phone and speaks with his boss for a few minutes. This winds up Rodrigo's telecommunications and IT activities for the week. The total cost of his fixed, mobile and Internet forays: less than three US dollars.
