Can Mexico develop a Software Maquiladora Industry? 

Over the next ten years, Mexico’s software industry could employ one new programmer every 10 minutes. That’s more than one half-million high tech jobs. India is the world leader in the offshore software industry, and a number of other low-wage countries, including China, Russia and the Philippines have established export-oriented software factories. Mexico could join this club
if only:

  • It had an adequate pool of qualified programmers that employers could draw from.
  • It produced English-speaking programmers.
  • The Mexican software industry was looking for business in the right place.
  • The Mexican Government understood what is needed to help develop the industry.

Meanwhile, Monterrey’s Softtek is the only Mexican company to have enjoyed reasonable success in export-oriented software business, and it represents roughly 80% of Mexico's offshore software industry.

Can Mexico Outgrow
its Maquiladora past?

Global foreign direct investment dropped in 2002 for the second year in a row. Only two countries were able to buck the trend: China and Mexico. Both of them continued to attract the confidence and money of multinational enterprises that are both desperate for growth and eager to cut costs. The Aztec middle-power — the world’s 10th largest economy — captured more than 30% of Latin America’s foreign direct investment as South America suffered one of its worst years in decades. Can Mexico continue to attract FDI and reach the audacious goal of $20 billion per year by 2006, as President Vicente Fox predicts? The simple answer to this complicated question is “not likely”.

Latin America Economic Forecast 2003

Latin America will pull off a moderate comeback in 2003 after two discouraging years of economic decline. The most important driver of economic growth will be the steady increase in prices in commodities ranging from coffee to oil. Notwithstanding only moderate expansion in the US, weak growth in Europe and negligible advancements in Japan, the price of commodities continues to rise, largely as the result of rapid growth in China, India and South East Asia. The prospect of war in the Middle East and the political showdown in Caracas are keeping oil prices above $30. As a global supplier of energy, food and precious metal commodities, Latin America stands to gain from increases in global prices. The year 2003 should bring growth to every market in the region, with the exception of Venezuela, where the political crisis — if it lingers — will further damage the economy in spite of high oil prices.
